Journal Policy
JAPHTN HAN upholds a rigorous multi stage review process to ensure scholarly quality and integrity:

Initial Screening:
The Managing Editor assesses scope, formatting, and originality using Turnitin (similarity ≤ 30%). Submissions failing these checks are returned without review.

Double Blind Peer Review:
Eligible manuscripts are evaluated by at least two independent experts under a double blind system. Reviews focus on originality, clarity, methodology, and contribution to constitutional and administrative law.

Editorial Decision:
Based on reviewers’ recommendations, the editorial board may decide Accepted, Minor or Major Revision, Resubmission Required, or Rejected.
Open Access and Copyright
JAPHTN HAN provides immediate open access under the Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License. All content is freely available to promote global knowledge exchange. Authors retain copyright but must submit a signed Author Originality Statement before publication. Proper attribution is required for all reuse.
Plagiarism Policy
All forms of plagiarism including full, partial, and self plagiarism are strictly prohibited. Manuscripts are screened with Turnitin (similarity ≤ 30%). Submissions exceeding this limit or showing unethical copying are rejected. Authors are encouraged to use reference managers such as Mendeley, Zotero, or EndNote to maintain proper citation practices.
Retraction, Withdrawal, and Removal Policy
JAPHTN HAN follows COPE aligned best practices regarding corrections and article integrity:

Retraction
Initiated by editors, authors, or institutions for ethical violations such as duplicate submission, plagiarism, falsification, or serious errors invalidating conclusions. A formal retraction notice is published, the online version is watermarked “Retracted,” and the HTML version is removed while metadata remain accessible.

Withdrawal
Prior to publication, manuscripts may be withdrawn for ethical breaches such as duplicate submission, authorship misrepresentation, or substantive errors. Authors must submit a formal withdrawal request.

Article Removal for Legal Reasons
In rare cases such as defamation, court orders, or security threats, the full text may be removed while leaving title and metadata with a removal notice.

Replacement
If inaccuracies pose significant risks such as health hazards, authors may request replacement with a corrected version, following retraction protocols and providing a documented modification history.
