About the Journal

Jurnal Asosiasi Pengajar Hukum Tata Negara dan Hukum Administrasi Negara (JAPHTN-HAN) is managed by the Asosiasi Pengajar Hukum Tata Negara dan Hukum Administrasi Negara (APHTN-HAN).


Focus and Scope

JAPHTN-HAN focuses on two primary areas: Constitutional Law, which examines issues of constitutionalism, state institutions, and constitutional dynamics; and Administrative Law, which explores both theoretical and practical aspects of governance and public administration. In addition, the journal addresses contemporary legal issues relevant to these fields, serving as an intellectual forum for the exchange of ideas and the development of critical perspectives that shape the constitutional and administrative law landscape in Indonesia.


Peer Review Policy and Editorial Process

JAPHTN-HAN publishes articles that adhere to the journal’s established guidelines and maintains a rigorous peer review policy to ensure the quality and integrity of its publications. All submitted manuscripts undergo a multi-stage evaluation process, consisting of an initial screening, a double-blind peer review, and a final editorial decision.

  1. Initial Screening: The Editor-in-Chief assigns each submitted manuscript to the Managing Editor for preliminary evaluation. At this stage, the manuscript is assessed for its relevance to the journal’s scope and standards. A plagiarism check using Turnitin is conducted to ensure originality. Manuscripts that fall outside the journal’s focus or exhibit a high similarity index will be returned to the author without further review.

  2. Double-Blind Peer Review: Manuscripts passing the initial screening are sent to at least two subject-matter experts for evaluation. The double-blind peer review process ensures that both authors’ and reviewers’ identities remain confidential to uphold academic integrity and avoid conflicts of interest. Reviewers assess manuscripts based on their originality, clarity of presentation, and contribution to the advancement of Constitutional Law and Administrative Law.

  3. Editorial Decision: The Managing Editor, in consultation with reviewers and the editorial team, makes the final decision based on reviewers’ comments and recommendations. The possible editorial outcomes are:

    • Accepted: Approved for publication without modifications.

    • Accepted with Minor Revisions: Requires minor corrections to be completed within a specified timeframe.

    • Accepted with Major Revisions: Requires substantial revisions before publication within a given timeframe.

    • Resubmit (Conditional Rejection): Requires significant revisions and may be reconsidered for review.

    • Rejected: Does not meet the journal’s standards and will not be considered further.

By implementing this structured peer review policy, JAPHTN-HAN ensures that every published article meets the highest standards of academic quality and contributes meaningfully to the fields of Constitutional and Administrative Law.


Publication Frequency

JAPHTN-HAN is published twice a year, in January and July, with each issue containing 10 articles. The estimated time from manuscript submission to notification of publication eligibility ranges from 16 to 20 weeks and may be shorter depending on the responsiveness of reviewers and authors to communications from the editorial board.


Open Access and Copyright Policy

JAPHTN-HAN provides immediate open access to all content, based on the principle that freely available research supports broader global knowledge exchange. All articles are accessible without subscription or prior registration to promote wide dissemination of legal scholarship.

All published content is distributed under the Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License, which allows anyone to:

  • Access, reuse, and share articles without restrictions;
  • Use figures, tables, and other materials without special permission, provided proper attribution to the original source is given.

This policy aligns with the Budapest, Berlin, and Bethesda Declarations on open access: peer-reviewed works are freely available without embargo, and reuse is permitted with proper citation. Published materials can be indexed by search engines, linked from external sources, and reused for research or educational purposes with appropriate credit.

Copyright remains with the authors. Before publication, authors must submit a signed Author Originality Statement confirming the originality of the work, signed by at least one author with the consent of all co-authors.
